Who are we?
Kevin Cline serves as the President and Lead Investigator at Cline Investigations, LLC. He is a medically retired law enforcement officer with over 15 years of education, training, and experience as a full-time, sworn officer in California.
Since retiring from law enforcement in 2010, Kevin has accumulated over 15 years of education and experience in private investigation. He has always been passionate about helping others, and when he could no longer work full-time as a law enforcement officer due to physical limitations, he found a new path in private investigations. As a private investigator, he continues to provide professional services by assisting others with their investigative needs.
Here's a little secret: Kevin excels at working with families and law enforcement agencies on cold homicides and missing persons cases. He strongly believes that bringing a "fresh set of eyes" to a cold case can nearly always help find a solution, providing final closure for the victims, their families, friends, communities, and law enforcement involved.
In fact, from July 2021 to July 2024, Kevin coordinated and led the cold case investigation that solved the Cloverdale Police Department’s 1982 sexual assault and homicide of 13-year-old Sarah Ann Geer. Using strong investigative skills, professional resources, and new DNA technology, Kevin and Cloverdale PD were able to arrest the suspect 42 years after Sarah's murder. As of January 2025, the suspect remains in custody and is awaiting trial.
Cline Investigations, LLC is a licensed and insured private investigation firm based in Northern California. CI LLC provides a wide range of professional investigative services to private individuals, government agencies, tribal organizations, corporations, and international clients. We have conducted investigations for federal, tribal, state, county, and city government agencies, as well as civilian clients. Although headquartered in Mendocino County, we serve clients throughout California. CI LLC will soon be licensed to operate in other states!

Rates and Fees
Rates and Fees
• Hourly rates and flat investigative service fees differ depending on the type of service requested.
• All rates, fees, and investigative actions are approved by the client before work starts, per statute.
• All mileage traveled during the investigation is billed at the current IRS mileage reimbursement rate.
• All expenses paid out of pocket by the Investigator during the investigation are billed to the client at cost.
• Some investigative services charge a one-time fee, while others require a minimum fee plus hourly charges to complete the investigation as requested.
• Larger investigations might require an upfront fee to book the requested investigation.
• All investigative hours and costs will be charged against the advance fee in agreed-upon increments.
